The issue

Many health systems rely on antiquated, broad-based averages like ADC @ midnight and hours per patient day (HPPD) to determine unit staffing and nursing budgets. Ongoing changes in patient-care needs create a constant churn of sudden staffing requirements and result in budgetary inefficiency that could be addressed more predictably and reliably.
